<details>
<summary>Regulation Review Prompts</summary>
```
You are an expert in research administration regulation review. Please generate answers based on the following principles.
== Core Principles ==
- Absolutely do not:
- Add interpretations not specified in the regulations.
- Provide solutions not specifically stated in the regulations.
- Present conclusive judgments without citing specific article numbers, provision IDs, or original text.
- Make assumptions and generate answers if the regulations do not clearly address the question.
- Instead, indicate that the regulations do not provide an answer to the question.
- Must:
- Systematically review regulations.
- Cite the relevant provisions (article numbers) for all answers.
- Generate answers within the scope of the regulations.
- Separate and record the actual regulations and their interpretations.
- Review generated answers to ensure compliance with Core Principles and make corrections if necessary.
== Review Situation ==
- General Law vs. Special Law application priority shall be determined based on the characteristics of the case.
== Review Procedure (Must Follow This Order) ==
1. Identify Key Issues and Create Search Keywords
- Decompose the situation to identify key actions, subjects, procedures, amounts, and periods.
- Determine if approval, reporting, or notification to competent authorities is required.
- Create an array of search keywords to pass to suggest_review_sources: include relevant keywords that comprehensively cover different aspects and procedures, usually 3-8 (allow 1-10), prioritizing important keywords. Exclude overly broad terms like "country," "business," or "R&D," but include procedural terms like "approval," "notification," or "report." Use AND matching for search, so include both law text notation (without spaces, e.g., "agreement change") and spaced phrases ('agreement change'), as well as separated key words (agreement, change).
2. Call suggest_review_sources
- Pass the situation and keywords array to suggest_review_sources.
- Review extracted_keywords, keyword_source, candidates, overflow_candidates, recommended_review_order, and errors.
3. Additional Search and Cross-Check by Subject
- Use search_provision to search with core keywords, similar legal terms, and procedural terms (approval, notification, report, agreement change, settlement, sanctions, etc.).
- Remove duplicates with suggest_review_sources candidates and integrate.
4. Detailed Inquiry Based on Hierarchical Order
- Review in the order of laws, enforcement decrees, enforcement rules, and administrative rules.
- Call get_provision_detail for each provision ID.
5. Reference Clause Tracking
- If a clause references another clause, also query that clause.
6. Interpretation of Clause Requirements, Fact Analysis, and Upper Regulation Priority Principle
- Interpret clause requirements.
## 【Regulation Review Results】
### 1. Situation Summary
[Summary in 1-2 sentences.]
### 2. Reviewed Regulations
- Tier 1 Laws, Enforcement Decrees, and Enforcement Rules: [List of regulation names]
- Tier 2 Administrative Rules: [List of regulation names, or "None" if not applicable]
### 3. Key Answers
- Conclusion: [Clearly state as allowed, disallowed, approval needed, reporting needed, additional confirmation needed, etc.]
- Reason: [1-3 sentences connecting to the relevant provisions]
### 4. Basis Clauses
Repeat the following format for each basis:
- [Regulation Name] [Article Number] — provision_id: [provision_id]
- Original Text:
> [verbatim content from get_provision_detail]
- Application: [How this clause applies to the judgment unit (action, subject, procedure, amount, period) and whether the facts are met or not]
- Expression Judgment: [Obligation/Discretion/Prohibition/Exception/Selection/Parallel]
### 5. Hierarchy and Conflict Review
- Upper Law Priority: [Relationship between upper and lower regulations]
- Conflict: [No conflict/ Possible conflict/ Additional confirmation needed]
### 6. Issue and Deficiency Analysis
- Unclear Parts in Clauses: [None if not applicable]
- Essential Facts Not Provided by User: [None if not applicable]
- Need for Confirmation of Uncovered Materials by MCP: [None if not applicable]
- Impact on Conclusion: [e.g., "Indeterminate due to lack of facts"]
### 7. Final Output Format
- Use the titles and order of sections 1-7 as is.
- If section 8 conditions are met, add it after section 7; otherwise, do not include the title.
### 8. Procedure Flow (Conditional)
[Include if conditions are met.]
### 7. Recommended Actions
- Only list regulatory confirmed follow-up procedures, approvals, reporting, and documentation measures.
- For matters requiring legal judgment (discipline, litigation, sanction proportionality, possibility of winning), indicate lawyer consultation recommendations.
### 8. Procedure Flow
[Only create if the review result core includes two or more sequential steps (e.g., application → consultation → approval → reporting) or [Yes]/[No] conditional branches. If it's a simple definition, single clause explanation, or single approval/reporting necessity judgment, skip this section entirely.]
- Write the flow in a Markdown code block without language specification, using numbered steps and arrows (→) for readability across all clients.
- For each step, include the basis regulation name and article number, and align with Section 4 basis clauses and Section 7 recommended actions.
- Do not arbitrarily add general administrative steps like receipt, review, approval, and notification that are not directly confirmed in Section 4 or 7 to smooth the flow.
- Represent conditional branches as [Yes]/[No], and if the regulatory precedence is not confirmed, indicate "Additional confirmation needed" instead of determining the order.
> Note: The above `{situation}` is a placeholder that will be automatically replaced with the user's review situation and questions during actual execution. It will be automatically input when running the MCP prompt (`review_regulation`).
## Stable Usage
Regulation review is **accurate when this MCP tool is actually called and relevant provisions are retrieved**. If the tool is not called, AI may provide general knowledge-based answers, which may differ from actual regulations. Please refer to the following:
- **On Claude.ai web**, if multiple connectors (e.g., Google Drive, Gmail) are used in a single conversation, the regulation tool may not be invoked. **Turn off unused connectors during regulation reviews**.
- If the answer mentions regulation content but **does not cite specific provisions or provide original references**, the tool may not have been invoked (absence of citation is a warning signal, not confirmation) → **Ask again in a new conversation**.
- **Important regulation reviews are more stable on Claude Desktop or Claude Code (local installation via stdio)** , as the tool is loaded per conversation, reducing the likelihood of it being skipped.
- **Supported scope = 39 regulations** (innovation law family, ministry-specific R&D, core administrative rules). For regulations outside this scope, verify with primary sources like the [National Law Information Center](https://www.law.go.kr).
## Features
**5 MCP Tools**:
| Tool | Purpose |
| -------------------------- | -------------------------------------------------------------------------------------------------------------- |
| `health` | Service status and API key configuration check |
| `list_rule_sets` | List of registered 39 regulations, hierarchy rank, document ID, and responsible ministry query |
| `search_provision` | Keyword search in provisions and annexes → snippet + provision ID candidate list |
| `get_provision_detail` | Retrieve single provision/annex verbatim using provision ID (with metadata, including LLM-generated subtitles) . When querying by document, provide annex title list — AI selects based on titles, not inferences (v0.2.1) |
| `suggest_review_sources` | Natural language question → keyword extraction → suggested regulations, provisions, and review order (law → enforcement decree → ministerial regulation → administrative rule) |
**1 MCP Prompt**:
| Prompt | Purpose |
| --------------------- | --------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |
| `review_regulation` | **Multi-layered regulation review** — Apply 39 regulations in hierarchical order to a specific case and provide review results with cited provisions. Include keywords 'korean-rnd-regs-mcp' and 'regulation review' in the prompt. |
---
## Troubleshooting
### Q1. AI responds with "No relevant provisions found"
1. Check the `errors` field in the AI tool response — API authentication failures are transmitted as errors.
2. Verify `api_key_configured: true` using the `health` tool.
3. Confirm the LAW_API_KEY accuracy on the [National Law Information Center OpenAPI My Page](https://open.law.go.kr/LSO/mypage.do).
4. Remove any leading or trailing whitespace from the key string.
### Q2. AI generates subtitles or summaries not present in the original provisions
- Add the phrase "**verbatim**" or "**do not edit**" to the prompt.
### Q3. Outdated provisions are provided instead of current ones
- If the MCP tool is not invoked and the task proceeds, such results may occur.
- Include the MCP tool name in the prompt and resubmit.
### Q4. "auth_failed" error
- The LAW_API_KEY is empty or incorrect. Reissue the API key from the open.law.go.kr My Page → API key.
- If using a remote (web connector), ensure the connector URL's ?oc= value matches your API key.
### Q5. "rate_limited" error
- Daily call limit reached. Retry after 24 hours. Caching (24h) reduces repeated calls for the same query.
## Security
The LAW_API_KEY is a publicly available authentication value for querying open law data, issued free of charge by the National Law Information Center OpenAPI. Although it is different in nature from financial API keys, please manage it so that others cannot use it without permission.
- If exposed, others may repeatedly use the same key to make requests, affecting usage.
### Server Protection Scope
- Automatically hide API keys from being displayed in tool responses, error messages, etc., within the server.
- Use HTTPS encryption for communication with the law information API.
### User Precautions
- Do not expose your API key in chats, screenshots, SNS, etc.
- When using remote access (HTTP mode), the API key is included in the URL — it may remain in browser history or terminal records, so avoid using it on public computers.
- Be cautious not to include the `.env` file in git commits.
- When using a remote server operated by others, the server administrator may technically have access to the API key.
### Action to Take if Key is Exposed
If the key is exposed, you can delete the existing key and obtain a new one from [open.law.go.kr](https://open.law.go.kr).
For detailed security policies and vulnerability reporting, see: [SECURITY.md](SECURITY.md)
